The paper is not acceptable in its present form for the
Representation issue of the AI Journal for the following reasons:
1. The paper does not state what issues concerning the representation
of knowledge it proposes to treat and what advances it purports to
contain.
2. On a more specific level, it doesn't say what information
about graphs it can accept.
3. The applications mentioned on the first page are bogus. It is
doubtful that the authors are doing applied research here. It is not
necessary for the purposes of the special issue that there be applications
so they should simply omit the claim of acceptability.
The authors might be asked if they are willing to make very extensive
revisions in order to meet the above objections. If you agree, I will
write them to that effect.
